Black pepper comes from black peppercorns. White pepper comes from white peppercorns. White peppercorns are fully ripened peppercorns. You do not process black pepper to get white pepper. Most larger grocery stores should have white peppercorns. They are available in specialty food stores and gourmet food stores. Any pepper grinder will be able to grind the peppercorns to make the usable pepper powder.
