If you are pre 2007 your best bet is to use a line column chart. Put 1,000 in one cell and 600 beneath it, highlight both, up to chart wizard, select line column chart from the custom types, and go through the 4 steps. when created double click on the marker for the 600 to take you to data point window where you can change shape and size of this. If you don’t like that, I suggest just putting 1000 in and doing a column chat from that, making your Y axis scale go up in increments of 100 and then from the drawing toolbar draw a rectangle at the 600 mark across and down, colouring it appropriately and this I think is the nearest you will get. for a legend you can insert a text box , do two little rectangles of appropriate colour and type alongside budget and spend.
