Open the windows at night, and use fans to keep air circulating- if you can put fans IN the windows, put some facing out and some facing in. Close windows and doors during the day, close curtains and/or blinds as well to keep the sun out, and let fans run on low to keep the air moving. My fiance used to live in a 3rd floor apartment. Heat rises. These things worked for us to keep it bearable on the hottest days anyway.
