My only offering is to change glue system, wall thickness, paper grade. Several variables can increase or decrease core strength. The first thing I would look at in the submitted question is ply adhesion. All plies need to be glued correctly. The next thing I would look atare the internal seam gaps and equal spacing of the plies. Large seam gaps and plies laying directly on top of each other will reduce crush. The last thing I would do is to increase the strength of the papers being used in the core build. Using a good tac grade paper towards the top of the core will increase the flat crush.
