HOW TO IMPLEMENT E-GOVERNANCE?
“E-readiness” is the basic requirement for implementation of E-Governance. The statement “Think Big, Start Small, Scale Fast” clearly gives the direction in which the E-Governance vision of the country should be. The vision is the starting point for E-Governance. The starting point in most of the cases is filled with red tapism. Most governments initially articulate a vision largely driven by political agenda, without much appreciation of the very real and very challenging hurdles involved in the implementation of these broad statements and this is on an increase in this era of multi party coalition governments. The strategy for E-Governance should define the broad framework of the following: • Objectives of E-Governance initiatives • Approach to E-Governance • Frame work for E-Governance • Architecture for E-Governance • Priority • Identification of core projects.
