How to have a restraining order?
If I understand your question correctly, you live abroad and someone who lives in the USA is harassing you by email? If that is the case, there is no restraining order necessary. I was harassed by someone living in another state and totally freaked and went to the police about it. I felt pretty stupid because the solution is simple. You could do one of two things: block the person so their emails go into your spam folder and don’t even open them. That way you will not get yourself upset. Option 2 – change your email address. If on the other hand this person is harassing you via something like myspace, my suggestion would be to go to your local police and ask them what should be done. If it’s a matter of slander and defamation of character, I am sure that there is something that could be done, and they will advise you accordingly. If the person is traveling to where you live for the purpose of harassment, like perhaps, stalking, I still advise you to contact your local police and advise
