I think the muscles you are referring to, the ones on your shoulders are your traps (just to the side of your neck), and your lats (a back muscle which can be seen from the front of your torso if you have them big enough). Both fairly hard muscles to build (in my personal opinion), its going to take a fair bit of work. In order to target your traps, you are going to have to start doing exercises such as shrugs, bar up-right row, swiss-ball close row and cable standing close row (simply google all of these exercises to find out how to perform them well). With regards to you lats, exercises such as barbell bent over row, cbale seated high row, lat pull downs and one arm rows are great, and do not just focus on the one specific part of your back, but almost all of it.
