How to fix my Zanussi Frost Free ZX99/3 Fridge Freezer?

Why won’t this fridge freezer reach the required temperature. I had an engineer out and was told there was nothing wrong with it. When you place a dish of water in the freezer it only freezes the top half. We have cleaned the section underneath but it is still not functioning properly. It is about 5 years old. Any advice would be great.
