Chain brake does not work. I disasembled the brake assembly and removed the large spring. It now clicks to energize and to remove brake band from the clutch. Reinstalling the large spring seems to hold the brake in the ON position. I greased the sliding mechanism and pulled back on the handle, but still frozen.
