Public does not equate to FREE all the time. Also, public is not always as “public” as you might think. Some records do have very specific requirements on who can have access to them. Also, to find the info you are specifically asking about on a living person on the internet is a violation of their LEGAL right to privacy, therefore would be violating federal privacy laws.
