The simplest and best answer is, You replace anything that is worn beyond service limits. All parts have specifications and measurement is critical. Because of the smoke on start up, you possibly have worn out valve seals. Those can be replaced with the motor in the car. You also say there is a weird noise, so that may mean bad bearings, lifters or a few other things. For a proper overhaul, you must measure the crank journals, replace bearings, rings, possibly pistons, and all gaskets. The head should be re-worked by pressure testing, straightening (if needed) and surfacing. Cam bearings should be replaced if used, oil pump can be re-used if within limits, and of course all gaskets should be replaced. I am not familiar with that engine, but if hydraulic lifters are used, they can be cleaned and bled down, or replaced. They should go back in the same hole they came out of.
