What is the purpose of the detention basin: storm water control or wastewater treatment? If it’s storm water, it needs to be big enough to hold the volume resulting from a given storm event. In many US states, that would be a 24-hour, 100-year event which means 24 hours of rainfall at an intensity that has a statistical probability of 1%. That is a SERIOUS amount of rain, in case you’re interested. The detention basin’s outfall is limited to the volumetric flow of the site before development increased its runoff value; if 100 gallons per minute ran off the site before it was developed, you can only allow 100 GPM to leave the site AFTER it’s developed and that means you need a detention basin. If the basin is part of a wastewater treatment train, then you need to size the basin according to the time it takes the suspended solids in the water to settle.
