1) If you need to change dynamicallly time by time the value of variable and be sure that this new value will be seen then in all sessions the only way I see is using table (as Plaban_Patra said) with commiting on every update of the column value. update your_table set my_var = 10; commit; / and then create and use a function which brings you up this value every time you call the function.
