From the sound of it, you have Windows 7 Starter Edition, which Microsoft disabled the function to change your background. Although there is a work around. – Find where the default background picture is. – Delete or rename to something else like background2. – Find and rename a picture you want that is the same as the original (mostly likely a .bmp) – Place it in the same folder as background2 Might work, Windows 7 Starter Edition has all Personalization functions such as setting the theme even disabled as it’s only supposed to be a very basic version for netbooks and stay cheap for other things like low-end PC’s for third world nations.
