How to catch Latios and Latias with out a master ball?
Well the the best way to catch a fleeing pokemon is to get a golbat or crobat. Crobat is better just because its faster. First find a golbat which would be over the falls in Meteor Falls or in Victory road. With that golbat you can either max its happiness for a crobat which will be faster and will make catching Latios or Latias easier. Then see if your golbat knows the move mean look. If not get a heart scale and go to the move tutor guy in Fallabohor. He will then teach your golbat/crobat mean look. Now keep golbat/crobat first in your party. Also have it holding a quick claw if you have one. You can get one at the trainer’s school in Rustboro if you haven’t already. When you see Latios or Latias send out your golbat/crobat and use mean look. Sometimes your pokemon isn’t fast enough and it dosnt work. You’ll just have to try again. Remember that when you use mean look if you switch out golbat/crobat Latios or Latias will be able to flee so you must keep Golbat/Crobat in at all times.
