Can someone be hired to sit on top of a building and watch over the parking lot? When he/she sees the burglar they could call the police and give them a description, direction, vehicle, etc. I think the police would be required to respond to a crime in progress. Maybe the person on the roof could have one of those red laser lights and shine it on the burglar and scare them. They’d think they were being targeted by a shotgun or something. If nothing else, it would let them know that they have been seen and they might not come back. I wonder if there would be anyway to make a car look like an easy target. Like a window half down or something and then have a few people hiding in other cars and someone under the target car. When the burglar goes to the target car the person on the roof could give a signal to the people hiding and they could all start yelling “Police freeze, get on the ground you are surrounded”. The person under the car could grab their legs, scare them and make them fall
