How to apply group policy security in Active directory Users and Computers for new OU (Organization Unit)?

I want to apply some security polices for a user in active directory users and computers. I have created a new OU (Organization unit) and created a user. I tried to apply group policy By Right click in -> OU Example (Production unit) -> Then Production unit properties -> Group policy -> click New->and renamed as a (TEST). And then EDIT. I configured all the securities. I applied for that particular user from properties tab. But it is not working? Need some help…?
