How to add endnotes / footnotes to a page layout document?

I’m trying to add endnotes / footnotes to a page layout file in Pages ’09, but the option is grayed out. I’m looking at the Document tab in the Inspector. Does anyone know how to do this, or a workaround? I just created over a hundred pages of documents using a page layout template I made and just now discovered that none of the footnotes / endnotes transferred over! Any help is greatly, greatly appreciated!
