How to achieve MDG-Ambitious PRSPs?

With thanks to those who shared comments, Ive revised the Viewpoint as attached. Your further reflections on the Viewpoint are welcome. A couple of important issues from the Viewpoint emerged in our review that merit wider discussion. Your thoughts on the following questions will be helpful not only in light of the Viewpoint but also for purposes of reaching a common understanding on this critical topic: One of the overriding motivations of the MDG campaign is to persuade donors to contribute decisively more resources to developing countries. At the same time the UN must be concerned about encouraging a dependency syndrome. – Beyond increasing national absorptive capacity and mobilizing domestic resources, how might the danger of increased dependency be addressed in the general MDG Campaign
