How tight are we supposed to stick to the schedule for observations?
As a rule, cloud conditions change at a timescale of several minutes. So in general, you should try to make the observation within about 5 minutes of the satellite overpass time; or at least within 15 minutes. Be sure, though, to report the actual time of observation, even if it is different from the overpass time.
