How the HSRP system will be implemented?
The manufacturer of the registration plate will first get his registration plate type approved from any one of the testing agencies mentioned above. After the type approval, the manufacturer will apply for contractual approval from State Government. The State Government may select the manufacturer through tender process or on merits. After approval by the State Government either for entire State or a part thereof, the manufacturer will appoint their authorised vendors or fitment agents. If a State Government feels appropriate, it may designate the authorised agent or his officials to act as a registering authority and to install HSRP at a place other than RTO premises. The agent will have to maintain the inventory of number plates and hot stamping machine to hot-stamp the registration mark on HSRP as allocated by the RTO.
