How significant is the HMO problem in Liverpool?

Secondly, other statistics such as the rate of youth unemployment in the City which is 7%, compared to the national rate of 2.6%, also point to the existence of significant numbers of vulnerable people living in our HMOs. Thirdly, if you live in a HMO you are 15 times more likely to be seriously injured in a fire, compared to any other tenure.
