How should we choose between low light (high sensitivity) cameras and IR cameras?

Low light camera is suitable to be used in large scale dark environment where light source is available but fairly dim. Applications such as car park, backyard, garden, traffic intersection and warehouse could be considered. IR cameras could produce a high quality picture even in absolute darkness conditions or under low lux (light). When the IR LED turns on at night, we can see a low noise and clear B/W picture. Nowadays, IR camera is widely accepted in the market and more common to be used in dark environment.
