How should the ribbons in the welcome packet be awarded?

In order to ensure that top scoring students at every participating school are recognized, Greater Testing Concepts includes four ribbons per level (regional or national) in the welcome packet. Coordinators should save the ribbons until all rounds have been completed, then present the four students with the highest cumulative scores (at each level) with ribbons to honor their achievement on the tests, breaking ties as they see fit. As is customary, the red/white/blue ribbon denotes first place, the red ribbon is second place, white is third, and light blue is fourth.
