The ON/OFF pin must be pulled high to disable the circuit and leave the regulator in the standby mode. The application note AB-11, “High-Efficiency Regulator Has Low Dropout Voltage”, states (in the fourth paragraph) that keeping the ON/OFF pin open disables the circuit. However, this is for the application circuit shown in the document, which includes a pullup resistor (R4) which pulls the LM2931 ON/OFF pin high.
