Spaces used by the owner (or lessee) of the spaces for the overnight parking of their own fleet/pool vehicles are exempt. The exemption would not cease to apply if, occasionally, a fleet/pool vehicle does not occupy the space, provided that no other non-fleet car is parked in the bay when the fleet vehicle is parked elsewhere.
