As well as being opposed to individual acts of terror, a pure Muslim is also opposed to state terror. There is no excuse for bloodshed anywhere. Nothing about bloodshed can be justified. Bllodshed is unacceptable, whether it be Israeli shellings or rockets launched by the Palestinians. However, Muslims’ reactions must be in line with the moral values of the Qur’an. Obviously, attacks on civilians cannot be excused under any circumstances, no matter who commits them. Such a method is absolutely inconsistent with Islam. When we examine the Qur’an and the Prophet’s (saas) actions, we find that Islam does not support attacks against civilians. Whether during the conquest of Mecca or during other wars, the Prophet (saas) carefully protected the rights of innocent and unarmed people and prevented them from being harmed.
