If you are really set on catching the thief, then put a gps tracking thing in a test sacrifice device. Im sure you could fit one in a radio or CD player if you take it apart, it doesn’t have to work, just look expensive.

How about doing what banks do. Put something in a sealed bag that does not leak. Then put something in it that you know if someone sees you put it in bag will try to steal it. The catch is that the bag has colored ink all over the inside of it. They will get it all over their hands and will not easily get it off. Boom there’s the thief.

No cameras no catch Use a game camera like hunters use. Maybe a wireless camera to a computer in the building. Rig a can of spray paint to fog the thief when he opens the door. Add an alarm so you’ll know when the locker is opened.
