NCLB requires that all teachers teaching in core academic subjects are to be “highly qualified” not later than the end of the 2005-06 school year. NCLB requires that each teacher must have: (1) a Bachelor’s degree, (2) a state credential or an Intern Certificate/Credential for no more than three years, and (3) demonstrated subject matter competence for each core subject to be taught by the teacher.
