The Dragon Frontiers set (in which that Dragonite card belongs to) had two different holographic forms. One was ‘reverse holo’ (in the picture) and the other was holographic. The reverse holos were first used to refer to the cards that were entirely holographic except for the image. In the EX cards, however, it was in the exact same location as the normal holographic foil. The only difference was the foil itself, one had little dots and sparkles and was recognizable from the earlier sets (think, Base-Neo Discovery), the other was more of a flat, straight lined type that seemed more reminiscent of the back of a CD. The normal holofoil cards in that set also had gold lettering. The reverse did not (picture you linked was reverse). The normal and reverse holofoil EX cards were issued at the same ratio as far as I can tell, so no, sadly, it doesn’t make your card any rarer than the reverse holofoil Dragonite EX. Still a good card though!
