How quickly must naval patrols respond to calls for help when pirates attack merchant ships?
The Congressional Research Service reports that most ships have less than 15 to 30 minutes between the first sighting of pirates and the onset of an attack. This means that naval patrols have that amount of time to reach the scene and disrupt the attack; anything over 15 to 30 minutes will be too late.
