OK, so if you or him next door irresponsibly throws away non-biodegradable plastics (yes there are some readily biodegradable ones and others hardly biodegradable) then wherever the plastic goes it causes pollution. When these are dumped into water bodies they use up lot of oxygen during breakdown, that is they have a large biological oxygen demand (BOD). This then depletes the oxygen in the water and diffusion at the surface is not sufficient to quickly replace the lost oxygen and hence the lack of oxygen causes aquatic plants and animals to die.
