According to a study of 26 federal agencies by the Coalition of Journalists for Open Government, 63% of the 525,247 FOIA requests filed in 2005 were fully or partially granted, the lowest percentage since at least 1998. The rest were either denied outright, withdrawn, abandoned for “fee-related” reasons or no records were found that matched the request.
