It is necessary in my opinion as if humans were to be used you would find that it would be done in a very unethical way (example being that those who could not decide for themselves would be exploited). Since you need to learn techniques that can affect life & death in the course of medicine you need to learn how to do those things somehow (like stitches & incisions), and I would not like a doctor to be practicing on me if they had not tried their techniques somehow before doing it to me. It should be kept to the minimum possible to balance between skills learned and animal welfare, and the animals should be used with the uppermost respect.
