Phase 1 (2011-2015) of the project is expected to cost around $70 million. It includes building a large stormwater storage facility (high rate clarifier) near the wastewater treatment plant, improvements to the plant to handle the higher treatment demands, and a new large interceptor sewer in the northwest part of the City. Phase 2, to be completed during the period 2016 2030 will include more federally mandated improvements to the system. Their current costs are not known, but are expected to exceed an additional $50 million. The Phase 1 projects and their schedules are stipulated in a “wet weather plan”, which was conditionally approved by the U.S. E.P.A. and Ohio E.P.A. in 2006.
