How much should one tip in Peru and who?
This is a difficult issue. Peruvians do not tip well, if at all. From this perspective, you should tip according to how well you were served. Guides and Restaurants usually get 10% while the rest will be happy with small loose change (coins). Here is an idea of the usual custom here: Tours – If on a day trek/tour roughly between $5 to $10 for the guide, but on longer treks/tours such as the Inca Trail you should pay between $15 and $25 dollars. Tips are usually pooled and shared between all the tour staff and it really does depend on the type of service you have received.
