Unreal needs RAM, lots of RAM. In my opinion, the numbers as given in the Unreal hardware spec and readme are far too low. Acc. my experience, Unreal is virtually unplayable with less than 64 MB. With 128 MB, it runs fine, but you will still have some HD swapping. With 196 MB, it runs perfect. Unless you got tons of RAM, Unreal will need virtual memory in addition to RAM. See below in section 3.1.8 for optimum settings for your memory swap file.
