Chairman Thomas: Refer to the General Plan. Zoning codes should be in conformance with the General Plan. The Plan states that the Town must attempt to preserve and protect the flora of the Sonoran Desert as well as provide for open space, mainly on the McDowell Mountains and the desert arroyos.
