How much of the limited resources available for agricultural research should be devoted to biotechnology?
As noted in the Background Document (and emphasised by participants throughout the conference), agricultural research is very important for developing countries, especially in the light of the challenges that farmers there will face in the coming decades, but it receives relatively limited funding. One of the questions that participants were asked to address in the conference was how much of these limited resources should be devoted to biotechnology research. Traor (39) felt it was not easy to answer the question. As Immonen (30) noted, “agricultural biotechnology may compete with many other research needs in agriculture and in other areas of research for benefit of the developing countries”. There was a lively discussion on the topic, with considerable disagreement about using research resources on GMOs (i.e. “GMO research”).
