To obtain a Part 31 permit, an increase in flood elevation can not cause a harmful interference. Harmful interference is defined as not causing or not likely to cause damage to property; a threat to life; a threat of personal injury; and pollution, impairment, or destruction of water or other natural resources. There is no a specific limit as to what the allowable increase is. Each application has to be reviewed and determined case by case (see question #12.6).
