For a Building Stage Inspection you should book in your inspection as soon as you receive notification as to when the building is anticipated to reach a particular stage of construction (as is applicable). You should request the builder to advise you and/or ASBIR close to when the time the particular stage is reached. For a Handover Pre-Inspection you should book in your inspection as soon as you receive notice of the date of Practical Completion.
