How much money do chemical engineers make in the Navy or Air Force?

If you are talking about active duty officers, then you can just look up the current military pay charts for O-1 thru O-4 (Maj/Lt Cmdr would probably be the last pay grade that still performs some technical work). Otherwise, if you are talking about civil servants working for the Department of Defense, then you need to look up the Federal Pay tables and look for the pay rates for GS-7 thru GS-14 engineers. Also, to my knowledge, the Air Force doesn’t have any active duty chemical engineer officers. I’m not sure about active duty Navy officers.
