For Example if you requested a web page from Microsoft, your return time would be less than a second, however if you were to request a web page from someone who has a slower connection to the internet, the time to get the data, would be slower. Connectivity speed is truly dependant on the speed of the connection from the server you are requesting data from, along with the number of routers your going through.
