The Text Amendment as currently contemplated would only allow solar power plants to be built within a mile of a substation of 138 kV or greater. There are only two 138 kV substations in Clarke County that meet this criteria. They are Double Tollgate and the substation commonly called Park substation. Double Tollgate is right on the edge of Clarke County. If properties can be developed for solar that reside within one mile of these substations in Clarke County, then the theoretical maximum land available under this provision is a circle with a one mile radius around each substation; although only half of that circle resides within Clarke County around the Double Tollgate substation. The resulting theoretical number is 3,014 acres (4.71 square miles). However, much of the land around the Double Tollgate Station is highway or is part of the Correctional Facility.
