If you feed primarily a packaged food, assuming it is a good quality food, and supplement with a very small amount of meat, say less than 10% of the total diet, you can probably get away with it without throwing the diet too far out of balance. If you feed more meat than that, you should consult your vet or a nutritionist about how to rebalance his diet with the additional meat. Cold meat generally should not hurt the dog. However, if the meat was raw, you need to consider the bacterial risk. Whole meat is much safer than ground meat when it comes to bacterial risk. Cooked meat is safer still. A quick trip through the microwave will make the meat more palatable and arromatic, and therefore more enjoyable for your dog than frozen or very cold meat.
