The CHSRA estimated in the Alternatives Analysis (AA) that the “cut and cover” or “deep tunnel” options could cost 5 – 7 times more than other available alternatives. Some cost analysis has been performed; however, very broad assumptions were made and there is more uncertainty regarding the specific conditions that would exist along the alignment/profile ultimately selected for implementation of tunneling.
