it shouldn’t cost that much about 20 or less depending on where you buy it also i’m 99.99% sure you don’t need a license to own a tortoise And depending on your definition of “easy”to take care of, tortoises arnt that hard to care for. Also, your going to need a basking lamp/bulb, a tank of course, food (pellets, vegetables, and some kind of insect), some kind of bedding (dirt, mud, something) and maybe some bowls all added up is probably going to cost you around 80-120$so your looking at around 100$ min.
