If you have a number in the country of the caller then the person calling you will pay charges applicable for a local call within that country. If they phone you from another country, they will pay normal international rates. For example: You live in the UK and have a US (New York) number. If your friend from New York calls you she/he pays local call charges as determined by the phone provider for that call. But if your friends from any other parts of the world or any other parts of USA call you on the same number then they will have to pay international charges since you have a USA (New York) based my number.
