Several DRE products are based on Microsoft operating systems and may use Microsoft or other proprietary applications in the DREs and in the tabulation systems. There will almost certainly be a degree of labor cost associated with keeping that software up to date with security and other patches, there also may be licensing costs to maintain the licenses for that software and to remain supported by the vendor.
