I breed budgies, and I have to say, the babies will be much healthier if you let the parents raise them. As long as you take the babies out every day (beginning when the youngest is around 24 days old) for playing and an occasional bath, the babies will be quite tame. Experts in the bird field cannot tell my parent-raised budgies from hand-raised budgies, because mine are every bit as friendly. Also, if you are going to hand feed, you’d better plan on staying home for 4 to 6 weeks, because they need to be fed every hour during the day. If the temperature of the food is too hot, you will burn the babies, if it is too cold, you could cause crop stasis. If you do not sterilize everything in between each feeding, you will give them infections. Handfeeding is just an all around bad idea, and amounts to torture if you do not know what you are doing.
